Arkansas Visiting Patient Cards: Apply Before You Buy

An Arkansas visiting patient card costs $50 and lasts 90 days. Check condition eligibility, approval and printing before a dispensary purchase.

Three illustrated stages show online approval, printing the approved document and a separate identity check at a shop.

Before buying medical cannabis in Arkansas, an out-of-state patient needs approved Arkansas visiting-patient registration, a qualifying home-jurisdiction medical credential and a condition that also qualifies in Arkansas. Do the application before planning a dispensary stop. Showing a home card alone does not meet the current registration requirement for a sale.

The useful planning detail is two different clocks: a $50 visitor card lasts 90 days, but purchases count against a rolling 14-day allowance. Getting a new card does not mean you can ignore the purchase record. And after approval, visiting patients must log in and print their own card. The approval email tells you to do that; it is not the card itself. ADH visitor FAQ

This guide covers the visitor buying process checked October 17, 2026. Arkansas calls the credential a medical marijuana card; cannabis is the same subject here. It is a patient route, not recreational shopping for any adult visitor.

Check before shopping What you need
Home credential A medical marijuana registry card or equivalent issued under another US jurisdiction’s law
Condition The condition approved at home must also qualify in Arkansas
Arkansas approval Completed and approved visiting-patient registration; print the card
Identity Proper photo identification as required by the Arkansas rules
Purchase balance Enough remaining allowance within the rolling 14-day window

Does Arkansas recognize an out-of-state medical card?

Yes, under conditions, but recognition is different from completing the steps to buy. Amendment 98 gives a qualifying home-jurisdiction card or equivalent the same force and effect when the same qualifying medical condition exists. The current dispensary rule separately requires the home credential and proof of registration with the Arkansas Department of Health, or ADH, before a visitor sale. Amendment 98, §3(l), ABC rule, 20 CAR §810-1501(b)

That distinction prevents two mistakes. A home card is not meaningless in Arkansas. It also is not the whole shopping checklist.

The visitor definition covers nonresidents and people who have lived in Arkansas for fewer than 30 days. It includes credentials issued under the laws of another state, the District of Columbia or a US territory or other covered US jurisdiction. Do not assume a private clinic’s document qualifies merely because it says “medical.” Ask ADH about a credential that is not a standard registry card. ADH rules, §§202-102 and 202-103(d)

Must your condition be on Arkansas’s list?

Yes. Home-state approval for a condition outside Arkansas’s program does not meet the visitor condition requirement. Check the actual reason for your home approval against the ADH qualifying-condition list. Examples include cancer, glaucoma, PTSD and severe arthritis. The pain category has specific wording; do not reduce it to “any pain.”

At the dispensary, the visitor rule requires you to certify, on the department’s form, that a physician diagnosed an Arkansas qualifying condition. That is a patient certification required by the dispensary; it does not establish a separate physician-signed upload in the visitor application. Follow the current visitor instructions rather than collecting documents from a generic resident checklist. Do not assume every visitor needs a new Arkansas appointment. 20 CAR §202-103(d)

Do not carry another state’s process across the border on paper, either. Our Oklahoma visitor application guide explains a different term and approval-ID process. Arkansas’s rules here are separate.

How do you apply for an Arkansas visiting patient card?

Use the official ADH patient portal; visiting patients must apply online. Start from the ADH program page or its linked patient registry portal. The public portal has Patient Registration for new online users and Login for existing users.

  1. Check your credential and condition. Confirm the home document, its dates and your qualifying condition. Resolve an unusual card or equivalent with ADH before paying.
  2. Use the official visitor application. Register or sign in and follow the visiting-patient instructions. Provide the credential and information requested by the current visitor form. Follow that form’s document instructions rather than another state’s upload list.
  3. Review and pay. Check the information before submitting the application and $50 nonrefundable fee. Keep the submission record. It shows that you applied, not that ADH approved you.
  4. Wait for approval and print. After the email tells you the application has been reviewed, log back in and print the approved visitor card. Check its dates before shopping. Bring the card, home credential and proper photo ID.

The current identification rule describes a motor vehicle operator’s license or another official state-issued photo ID showing a residential or mailing address other than a PO box. The visitor rule also requires the dispensary to keep copies of the home credential and proper identification. Check with ADH if your documents do not fit that description. 20 CAR §§202-102(22) and 202-103(d)

How long does approval take, and how long is the card valid?

ADH says to allow up to 14 days for processing, beginning the day after it receives your application and payment. Incomplete applications or errors take longer. This is not a same-day purchase promise, and it is not the start of your trip. Current ADH processing guidance

The visitor term is 90 days per application, with a $50 nonrefundable fee. Check the dates on the actual approved card. Do not calculate its expiry from your arrival or assume that applying again guarantees uninterrupted approval. The FAQ’s general one-year resident-card wording does not change the visitor term.

If you find a 30-day visitor guide, it is behind the current rule. Act 1028, approved in 2021, extended the visitor period to 90 days. A 2025 bill proposed one year, but was withdrawn; that proposal did not replace the current 90-day term. Act 1028, HB1860 status

ADH does not issue a temporary card while an application waits. Its FAQ says visiting patients must print their cards themselves. Save access to your account and arrange a printer before your shop visit. A payment receipt or submission screen is not a workaround.

Two stacked panels distinguish a 90-day card from rolling 14-day purchases of 2.5 ounces of usable marijuana.

The card’s validity and the purchase window answer different questions. The 2.5-ounce figure is a legal quantity limit, not a serving or THC dose.

Does the purchase allowance reset every two weeks?

No. Each purchase counts against your allowance for its own rolling 14-day period. ADH allows up to 2.5 ounces of usable marijuana in that window, tracked across dispensaries. Switching stores does not create another allowance. The FAQ explains how to view your available balance in the online system. ADH purchase-balance FAQ, Amendment 98, §10(b)(8)

For example, two purchases made several days apart do not both disappear from the record on one shared fortnightly reset date. Each ages out according to its own date. Ask the dispensary to check the available balance before choosing a product.

The protected possession amount is also no more than 2.5 ounces of usable marijuana. Purchase history and what you currently hold are separate checks. Having purchase balance does not authorize holding more than the possession amount. Amendment 98, §3(a)

“Usable marijuana” is a defined legal category. It excludes non-marijuana ingredients added to food or drink; the limit is not simply 2.5 ounces of finished brownies. Do not translate it into milligrams of THC on your own. Ask the licensed dispensary how a particular product counts in the tracking system. Our grams and ounces guide explains weight units; those units do not tell you a personal dose.

What else should you check before the visit?

Plan for an Arkansas licensed dispensary, a permitted place to use the product and secure storage. ADH says protected medical marijuana must come from an Arkansas licensed dispensary and stay in dispensary packaging. Check the business through the official dispensary information linked from the ADH program page.

At the counter, use our dispensary red flags checklist and batch-to-package lab report checks. Patient approval is not a product-quality promise. Keep the label and receipt with the product.

You cannot consume on the dispensary premises. Amendment 98 also excludes public-place use, impaired driving and smoking inside a motor vehicle from its protections. Smoking has further restrictions, including for patients under 21. Do not assume a hotel allows use because the patient card is valid. ABC §810-1501(d), Amendment 98, §6

Treat this as an Arkansas purchase process. It does not establish permission to transport cannabis under another jurisdiction’s or federal rules. Do not plan the visit around bringing a home supply in or taking purchases home across a border. Arkansas approval is not travel clearance.

Patient home cultivation is not allowed. Keep purchased products secured away from children and pets; child-resistant packaging is not childproof. Keeping the original package and using secure storage serve different purposes.

FAQ

Can I buy while my visitor application is pending?

No. A visitor sale requires proof of ADH registration as well as the qualifying home credential. ADH does not issue a temporary pending-application card. Wait for approval and print your visitor card.

Do I get a new 2.5-ounce allowance at each dispensary?

No. Purchases are tracked across dispensaries within the same rolling 14-day window. A valid 90-day visitor card does not remove that check.

Can a minor or visiting caregiver use these adult application steps?

Do not assume so. Arkansas requires a minor’s parent or legal guardian to register as a caregiver, and minors cannot purchase. Ask ADH about your exact visiting-patient and caregiver situation before paying or traveling; this adult buying guide does not establish that a nonresident caregiver qualifies.

Does renewing my home-state card renew the Arkansas card?

No automatic Arkansas renewal is established by that action. Check the dates and status of the Arkansas registration separately. Follow the current ADH visitor instructions for another application rather than relying on the general resident one-year term.

Key takeaways

  • Match the home credential and condition to Arkansas’s visitor requirements before paying.
  • Apply online, budget the $50 nonrefundable fee and allow for ADH review before shopping.
  • After approval, print the visitor card. Submission and approval are different stages.
  • Keep the 90-day card term, rolling 14-day purchase balance and 2.5-ounce possession amount separate.
  • Arkansas patient access does not settle transport permission elsewhere or a minor’s caregiver eligibility.
